From January 1, 2022, new increases for electricity and gas arrive. The Regulatory Authority for Energy, Water, Waste (Arera) reports that the electricity bill will rise by 55% and that of gas by 41.8% in the first quarter of the new year.
The final effects of the increases for the electricity bill, the expenditure for the typical family, in the period between 1 April 2021 and 31 March 2022, will be approximately 823 euros, with a variation of + 68% compared to the equivalent 12 months. of the previous year (1 April 2020 – 31 March 2021), corresponding to an increase of approximately 334 euros / year. In the same period, the typical household’s expenditure for the gas bill will be approximately 1,560 euros, with a variation of + 64% compared to the equivalent 12 months of the previous year,
The approximately 3.8 billion euros allocated by the Government with the 2022 Budget Law were allocated to contain household and micro-enterprise bills: 1.8 billion euros will go to the reduction of general system charges for electricity and 480 million for gas in the next quarter, in addition to 912 million for the enhancement of bonuses. Added to this is a 5% reduction in VAT for gas bills. The Authority, for the electricity sector, was consequently able to confirm the reduction in general system charges for the quarter January-March 2022 envisaged for the generality of electricity customers, and the zeroing for domestic customers and small low voltage businesses. .
Even the gas bill for the first quarter of 2022, thanks to the extraordinary resources allocated, will be less heavy for the part relating to system charges, also almost zero for the generality of users. The government’s measures, Arera points out, make it possible to keep spending on electricity and gas substantially unchanged for families who receive the electricity and gas social bonuses. For these families, however, the automatic system has been active since July which allows those who are entitled to it (households with Isee not exceeding 8,265 euros, 20,000 if with more than 3 children) to find the social bonus directly credited to their bill, simply by carrying out the request of the ISEE. However, it is still necessary to fill in the application for reductions from physical discomfort (use of life-saving electro-medical equipment).
The ” automatic ” bonus in the bill is operational thanks to the collaboration between Arera and the subjects that manage the ISEE data and the users, respectively INPS and Single Buyer. The increases in bills, Arera notes, reflect the strong growth in international prices of energy raw materials and the price of CO2. In particular, the spot price of natural gas at Ttf (the European reference market for natural gas) increased, from January to December of this year, by almost 500% (from 21 to 120 euro / MWh in average values monthly); in the same period, the price of CO2 more than doubled (from 33 to 79 euros / tCO2). Similar repercussions on prices for final consumers have occurred throughout Europe.
“For 2.5 million households entitled, on the basis of the ISEE, to social bonuses for electricity and for 1.4 million benefiting from the gas bonus, the tariff increases were substantially offset”. In fact, Arera has enhanced the bonuses which, for the first quarter of 2022 alone, will support families in difficulty with around 600 euros: 200 euros for electricity (family with 3-4 members) and 400 euros for gas (family up to 4 components, with gas heating in climatic zone D) “.
Arera, as required by the budget law, has also defined for domestic customers who find themselves in default conditions, the payment methods for electricity and gas bills issued from January to April 2022, for a maximum period of 10 months and without interest. . A fund of 1 billion euros is envisaged for the system of installments, with an advance mechanism for the electricity supply chain to be implemented with the Cassa per i Servizi Energetici e Ambientali. “We are in an absolutely exceptional situation – affirms the president of the authority Stefano Besseghini – Arera also tries to make its contribution by exploiting the limited levers available from bills and the instrument of social bonuses for electricity and gas. As already happened in the phase of the lockdown, the responsible consumer action. Energy saving is a tool to look at carefully, but solidarity between consumers is also needed, which is also expressed in the punctuality of payments for those who have the possibility. We are aware that important parts of society are today facing heavy and unexpected difficulties, Arera is evaluating changes to that part of regulation that normally applies to ordinary phases, adapting it, in line with its own institutional mandate, to a situation that has not previous “.
