The new liberal and social democratic government of Morocco saw the light on the evening of 7 October, the result of the political elections of 8 September which sanctioned the defeat of the Islamic Justice and Development party (PJD) and the rejection by the voters of its 10 years of government.
The new premier, Aziz Akhannouch , presented his team after the proposed ministers were received by King Mohammed VI . The crown prince Moulay El Hassan was present in addition to the monarch in a ceremony that took place in the royal palace of Fez.
In light of the response given by the polls, the neo liberal prime minister decided to build the structure of the new executive based on the need to follow what is the new development model of the Moroccan king.
The architecture of the new government therefore gives a clear idea of the challenges that await Akhannouch’s team. Education, health and social protection, employment and skills, economic and social inclusion, energy and digital transitions. With the new division of ministerial portfolios, we are faced with an atypical organization chart, wanted by a government of action and focused on the main priorities.
Unlike past governments, this time Akhannouch has decided not to build a team limited to a simple desire to manage public affairs. According to all the analysts who spoke today in the Rabat press, this new organization chart demonstrates a desire for transformation. It is no coincidence that several ministers of the Akhannouch government were previously members of the Special Commission on the Development Model (CSMD), starting with its president, Chakib Benmoussa (appointed Minister of National Education, Kindergarten and Sports ), Abdellatif Miraoui (Minister of Higher Education, Scientific Research and Innovation) and Leila Benali(minister of energy transition and sustainable development).
In short, it is a functional structure of 18 ministries, organized into three main poles (that of the sovereign ministries, that of social and human capital and the economic one) and supported by 5 delegated ministries.
“This scheme allows for consistency and clarity in government action,” a member of Akhannouch’s entourage explains to Formiche.net. It is a question, she says, “of clarifying responsibilities, entrusting a central role to full-fledged ministers and to those delegated to the Prime Minister. This also has the merit of eliminating interference between ministerial departments, avoiding conflict situations similar to those experienced by the duo Abdelkader Amara-Charafat Afailal during the El Othmani I government ”.
In addition to Prime Minister Akhannouch, who in the previous executive was Minister of Agriculture, there are confirmations, such as the Minister of the Interior, Abdelouafi Laftit , that of Foreign Affairs Nasser Bourita and of Islamic Affairs Ahmed Toufiq , but also of the news such as the young Nadia Fettah Alaoui , who passes from the Ministry of Tourism to the Ministry of Economy, or that of another woman, Leila Benali. It is on the new department that has been entrusted to you, that of Energy Transition and Sustainable Development, which will be focused and on which great expectations are placed. This is an expected appointment as Benali is a renowned expert in energy strategy and sustainability, former director of strategy at Arab Petroleum Investments Corporation (Apicorp).
