Anfaci, the national association of civil administration officials of the Interior, in the presence of Minister Luciana Lamorgese , on October 1st will remember the Prefect Carlo Mosca , who died prematurely last March, with the presentation, at the didactic office- residential area of ​​the Ministry of the Interior, of a volume edited by the prefects Ignazio Portelli and Laura Lega, respectively president and general secretary of Anfaci. “In memory of Carlo Mosca” is a collection of testimonies of the extraordinary bond of members of the Administration as well as of State personalities, friends, relatives, collaborators, with the senior executive, jurist, teacher, Master of entire generations of officials and managers of the Ministry of the Interior.

Carlo Mosca represented a father, a teacher, an example of life, work ethic and culture for many. And not only that, I’m sure, for the many people who have had the privilege of working with him. For me, director of the prefectural career, Carlo has always been the “umbilical cord” that has nourished serenity, trust and hope. At 24, already a young lawyer, I entered a completely different working dimension from the previous one and I was afraid of not being able to live it adequately.
I soon met Carlo. Fascinated, like everyone else, by his words that touched his heart, as he explained in the most direct way, as a refined jurist, not arid technical issues but the way of believing, concretely, in a better society. With the feeling of being able to each be the architect of a real change and an always positive construction of the future. Thus I begin a path of intimate sharing with the values ​​of a community to which I was immediately proud to belong. Even when my professional life has had different paths from the administration of the Interior.
Ethics, competence, balance, welcome, listening skills found their synthesis in the human and professional figure of Carlo. He expressed on the most varied occasions.
As an excellent teacher and manager of unparalleled value.
Whether meeting him by chance, leaving the station, or for work reasons or when, with shining eyes, I trust that I have just learned of his beloved wife’s illness, Carlo was always the man with his particular sensitivity.
So many pains in his life. Lived in solitude, with exceptional dignity and Christian faith. Never, not even in the most difficult moments, has the attention and closeness for friends and colleagues failed, in any context. Never neglected, mortified, forgotten.
Witness of constant sensitivity towards others. The “person”, whatever he was, has always been at the center of his reflections, his choices and an extraordinary ability to harmonize public commitment and respect for the private sector.
A reference for everyone, Carlo. To redefine priorities, in the darkest moments and in the days of disorientation. He opened up perspectives that he shared with affection and genuine solidarity.
A model of behavior nurtured by deep feelings. I was happy to hear it. His words, delicate and authoritative. His silences, a language to understand and welcome frailties, through a never distant gaze. The quality of his elevated feeling was capable of removing anxieties, difficulties and loneliness and of dilating positive emotions. By giving trust and hope.
The man of great faith. Not proclaimed, but immanent, lived with strength in every contact and experience of life and work.

His innate elegance and moral heritage survive his untimely death. It is the inner time that binds past, present and future and gives meaning to our life. It is what, today more than ever, in times of a pandemic, we all need. Feeling united in a hierarchy of values ​​defined by the heart.
